Three police officers have been suspended after surveillance footage was released of them repeatedly using a taser on a suspect whilst he was strapped to a chair.
Jordan Elias Norris was only 18-years-old when three police officers from the Cheatham County Jail in Tennessee restrained him to a chair and tasered him multiple times last year.
In the footage one of the officers can be heard saying: “I’ll keep on doing that until I run out of batteries.”

Norris was originally detained in the county jail for drugs and weapons offences, at one point the offending officer had tasered him four times in 50 seconds on his stomach and legs, according to local newspaper the Tennessean.
In total, Norris suffered 40 pairs of taser burns to his body.
Since then he has filed a lawsuit against the Cheatham County Jail to the U.S. District Court, claiming there was excessive force and the failure to protect and maintain his civil rights.
Additionally, the lawsuit claims that the officer with the taser acted in a ‘sadistic and malicious nature’ using force that was totally ‘unreasonable’.
In the aftermath of the footage the three officers, who are all deputies, have been placed on administrative leave.
Cheatham County Sheriff Mike Breedlove released a statement saying an investigation was underway and condemned the unnecessary force.
In his statement Sheriff Breedlove says:
As Sheriff, I want our citizens to know that any inappropriate behavior that may have violated an individual’s rights will not be tolerated.
I have placed the employees involved on administrative leave while the investigation is conducted.
We will work closely and cooperatively with the TBI and District Attorney’s Office to ensure all facts are provided and all angles of this incident are thoroughly investigated.
This comes after U.S. President Donald Trump encouraged officers to use brutal force in a speech in New York City last Friday. However it was a sentiment that the NYPD were quick condemn, deeming it ‘irresponsible‘.

It’s footage like this that only creates more distrust for law enforcement agencies across the United States.
